Updated procedure for dealing with Sars-Cov-2 infection and suspicion of SARS-CoV-2 infection for students and employees of Wroclaw Medical University

In order to facilitate and streamline the reporting of cases, special forms have been prepared that must be completed depending on the type of contact. Applications must be sent via following forms:

PATH 1 – confirmed infection of Sars-Cov-2 by PCR test

PATH 2 – for those who had contact with person with positive test/confirmed infection with Sars-Cov-2.

PATH 3 - People with symptoms that may indicate on the possibility of SARS-CoV-2 infection.

1. PATH 1 – confirmed infection of Sars-Cov-2 by PCR test

All employees and students are obliged to inform faculty’s coordinator about confirmed Sars-Cov-2 infection and start the isolation:

In order to react fast and decrease the spread of infections among students and employees of Wroclaw Medical University:

 

The person reporting about the infection with Sars-Cov-2 or COVID disease indicates and informs by himself/herself all people he/she had contact with 2-3 days prior to occurrence of symptoms until the beginning of isolation. In case of lack of symptoms the person has to indicate and inform all people he/she had contact with 3 days prior to obtaining positive Sars-Cov-2 test. It is crucial to send all this information to the Faculty’s coordinator.

While indicating the people, who had contact it is important to make a risk assessment:

LOW RISK:

1. Contact with face masks on, regardless of duration, keeping distance of >=1,5m
2. Contact with filtrating FFP2 i FFP3 masks on, regardless of duration or distance

HIGH RISK:

1. Sharing a flat with person with COVID-19
2. Direct physical contact with person with COVID (e.g. shaking hands)
3. Direct contact without protection with secretion of person with COVID (e.g. touching used handkerchief, exposure to cough)
4. Contact longer than 15 minutes in material face masks on, without preserving at least 1,5m of distance
5. Every contact without any protection with person with COVID, regardless of duration or distance

 

The Faculty Coordinator informs the Year Tutor and the appropriate Dean's office about all the people who were recommended isolation or quarantine.

The Dean's Office keeps a list of the reported persons. The list is the basis for justifying the absence of students during classes. The Year Tutor provides information on diagnosed infections and recommended quarantines to teaching assistants and the teachers conducting classes.

 

The Faculty’s Coordinator prepares daily reports of the number of infected or isolated persons in the ascribed faculty and sends them by 9:00 a.m. to: covid@umed.wroc.pl.

 

A teacher or student in isolation may participate in remote learning, if their health allows it. People in isolation or quarantine absolutely do not participate in the classes in direct contact.

 

Classes in which the student did not take part, he/she has to make up, upon agreement with the teacher.

 

Please note that the smooth operation of a system that has been established, is linked to the recommendations of the doctor who diagnosed the infection and based on the guidelines of the Chief Sanitary Inspector and the Ministry of Health.

 

If administrative decisions (SANEPID/POZ) differ from the decision of the University Crisis Management Team, the person should immediately report about the decision to the Faculty’s Coordinator.

 

PATH 2 – for those who had contact with person with positive test/confirmed infection with Sars-Cov-2.

Procedure aiming identification of persons with contact and deciding on university quarantine.

To reduce the risk of spreading SARS-Cov-2 and to take prompt action, EMPLOYEES AND THE STUDENTS MUST report to the Faculty Coordinator contact with a person with a confirmed or a suspected SARS-CoV-2 infection.

In the case of high-risk contact, quarantine applies for at least 10 days after the last day of contact with the person infected, monitoring of symptoms and rapid response to occurrence the symptoms. If symptoms which may indicate an infection occur, contact your GP doctor as soon as possible or report to the emergency room of the infectious ward (depending on the state of health).

 

Every contact with a SARS-CoV - 2 infected person must be reported to Sanitary Inspectorate (SANEPID): epidemiologia@psse.wroc.pl

 

In case of low-risk contact - it is recommended to monitor your state of health and symptoms, to use the equipment of individual protection, to keep social distance and limiting activity to what is necessary.

 

Low-risk contact does not exclude from classes and professional activity.

 

A list of persons who had contact is prepared by completing a risk survey by:

-student with confirmed infection

-teacher, conducting classes in which positive student and / or other teacher participated

-in case of contact of employees - employee in agreement with the Head of the Department where he/she is employed.

 

The Faculty Coordinator informs the Year Tutor and the appropriate Dean's office about all the people who were recommended university quarantine.

The Year Tutor provides information on recommended quarantines to teaching assistants and the teachers conducting classes.

The Faculty’s Coordinator prepares daily reports of the persons in quarantine of the ascribed faculty and sends them by 9:00 a.m. to: covid@umed.wroc.pl.

 

A student in quarantine can take part in e-learning classes. The student has to make up the classes in direct contact that he/she missed, upon agreement with the teacher who is conducting the classes.

 

Please note that the smooth operation of a system that has been established, is linked to the recommendations of the doctor who diagnosed the infection and based on the guidelines of the Chief Sanitary Inspector and the Ministry of Health.

Therefore, each high-risk contact person has the obligation to contact by phone Sanitary Inspectorate (Sanepid) and GP to obtain an administrative decision and to follow obtained recommendations.

If administrative decisions (SANEPID/POZ) differ from the decision of the University Crisis Management Team, the person should immediately report about the decision to the Faculty’s Coordinator.

 

PATH 3 - People with symptoms that may indicate on the possibility of SARS-CoV-2 infection.

 

If you observe any of the following symptoms at home:

- subfebrile temperature or a fever

- Cough

- Dyspnea

- Sore throat

- Weakness

- Fatigue

- Taste and smell disorders

immediately contact your general practitioner (GP) or a doctor in an infectious diseases hospital ward. If you need to move to a medical facility (hospital), it is important not to use public transport or a taxi.

 

DOCTOR

assesses the health of the patient by:

(a) an interview and a physical examination

or

(b) consultation via phone

In situations justified by the state of health of a patient, the doctor (a) appoints the diagnostic tests, including the molecular test RT-PCR for SARS-CoV-2, (b) following a positive test result, directs the patient to:

- either to be isolated at home, or

- hospital, when hospital treatment is necessary.

At the same time the doctor informs the patient about the confirmed infection, enters positive result to the electronic EWP system, reports infection or suspected infection to Sanitary Inspectorate (SANEPID).

The SANEPID employee contacts the person to determine the decision on isolation and the identification of direct persons from contact that are subjected to quarantine.

If an employee or student is confirmed with SARS-CoV-2 infection, path 1 applies - notification of confirmed infection.

 

Special case (1)

In case of symptoms indicating the possibility of SARS-CoV-2 infection in a student/employee, the teacher conducting the class sends students home.

The person with the symptoms is recommended: to contact a doctor.

If health condition allows him/her to do so, the student goes home by his/her own means of transport and takes action himself/herself, informing the teacher of a positive or negative RT-PCR test result (if it was done).

If the student can’t travel by his/her own means, or if it is impossible due to his/her health condition, the teacher allows the student to stay in an isolation site prepared at the University, equipped with individual protection equipment. Teacher/student decide on the rules for further proceeding: contacting a doctor, SANEPID or a faculty’s coordinator.

Further course of action depends on the recommendations and the wellbeing of the person manifesting the symptoms.

 

The teacher in charge prepares a report of the event with Attachment 1 to this procedure and sends it to the head of the department and to the faculty’s coordinator.

 

Further proceedings take place after receiving medical advice and depend on the doctor's decision. If a SARS-CoV-2 infection is diagnosed - path 1 for the infected person and path 2 for all direct contact individuals apply.

Special case (2)

ED and Erasmus students and other students without a declaration to the general practitioner (GP)

ED students, ERASMUS students and other students who do not have a declared general practitioner are required to complete the questionnaire available at:

It is also possible to submit declaration to the POZ (GP) at the University Clinical Hospital (Uniwersytecki Szpital Kliniczny – USK) on ul. Borowska 213.

The notification submitted by questionnaire are encrypted and forwarded to designated faculty’s coordinators.

After reviewing the submitted case/problem the faculty’s coordinator contacts the coordinator of COVID USK and lays down consultation rules with the reported person.

 

After setting the date of the visit, the POZ-USK doctor shall give the student a phone consultation, on the basis of which the doctor decides on the further proceedings.

 

The COVID USK Coordinator informs the Faculty’s Coordinator of the planned actions and test results obtained (if any). In case of a positive RT-PCR result student/employee reports infections according to path 1.

POZ-USK doctor’s phone consultations takes place from Monday to Friday between 08:00 and 15:00.

On the weekends and on public holidays RT-PCR tests are performed only in symptomatic persons if such decision is taken during consultations with the USK Emergency Ward (SOR) doctor. The executive decision will be made by the University Coordinator on duty. In case of applying for consultation via phone and further diagnostics, valid medical insurance confirmation is required. Otherwise such person will be invoiced for a medical service which should be settled individually with the insurer.
